返乡创业生态系统实施框架研究——基于国家返乡创业试点地区的调研

本文融合生态学和创业生态系统理论,构建了农民工返乡创业生态系统实施框架。通过对国家返乡创业试点地区的调研,发现创业主体对创业要素的持续追求和获取是返乡创业生态系统的核心,创业环境对创业主体和创业要素的获取有直接或间接的影响作用,创业环境对创业主体的调节作用是主观与客观统一平衡的过程,而且,创业生态系统各维度之间呈现互动关系。据此,文章进一步论证了返乡创业生态系统的具体运行机制,即资源要素汇集机制、价值交换机制和平衡调节反馈机制,提出了促进农民工返乡创业的对策建议:激发返乡创业主体创新潜力、构建返乡创业生态系统要素平台以及强化返乡创业助力性制度环境的建设。

Based on the theory of ecology and entrepreneurial ecosystem, this paper constructs the framework of the entrepreneurial ecosystem for the migrant workers＂ return to hometown. The investigation of the pilot areas of the country＇s return to busi- ness shows that the entrepreneurial entity＇s pursuit and acquisition of entrepreneurial elements is the core of the en- trepreneurial ecosystem of the return to hometown, the entrepreneurial environment has a direct or indirect influence on the entrepreneurial entity and the acquisition of entrepreneurial elements, the adjustment of the entrepreneurial environment to the entrepreneurial entity is the process of integration and balance of subjectivity and objectivity, and the dimensions of the entrepreneurial ecosystem are interactive. According to this, this paper further demonstrates the specific operation mecha- nism of the entrepreneurial ecosystem, namely, resource factor collection mechanism, value exchange mechanism and bal- ance adjustment feedback mechanism, and puts forward the countermeasures to promote the return of migrant workers to start the business： to stimulate the entrepreneurial innovation potential, build a return-home entrepreneurial ecosystem ele- ments platform and strengthen the return-home entrepreneurial institutional environment.
