Culture Forming of Research Institutes During the Innovation Epoch

指出由于在新一轮科技革命和产业变革的时代,科研院所承担着国家科技创新的任务,因此必须把握和顺应新形势,塑造符合创新时代特征的科研院所文化,推动科技创新战略目标实现,重点阐述了科研院所文化建设涉及的4个方面:围绕科技创新战略目标,坚持核心价值观,传承优良作风和传统,弘扬新时代的"科学"与"工匠"精神。同时面对竞争要敢于拼抢,构建新时代科研院所文化;完善创新体系,设计科学治理流程,塑造融合现代管理与创新文化的新时代科研院所运行模式;实施人才战略,创新激励机制,重视学风建设,增强学习力,鼓励知识积累和分享,打造优秀创新团队,促进院所文化的与时俱进;尊重和发挥文化引领作用,提升整体竞争力,营造适合创新的环境和氛围,培育包容失败的宽松氛围。提出科研院所应针对创新时代的要求加强文化塑造,不断融合先进和优秀的文化,实现传承与发展相结合,并充分发挥文化的激励和导向作用,激发创新活力和动力,最终实现可持续发展。

During the epoch of technological revolution and industrial changing, research institutes are responsible for the national science and technology innovation, therefore, they should form the culture that conforms to the characteristics of the innovation epoch to promote the realization of technical innovation strategic target. In this paper, the cultural construction of research institutes involves four aspects, including building innovative culture by carrying forward the spirit of ＂science＂ and ＂craftsman＂ and establishing the institute culture of surviving in the competition, improving the innovation system and management procedure to form new operation model of research institutes, implementing the manpower strategy to promote cultural innovation of research institutes, creating the environment and atmosphere of cultural innovation to enhance the overall competitiveness. It points out that research institutes should strengthen cultural forming according to the requirements of the innovation epoch, fuse advanced and excellent culture to realize the inheritance and development of culture. At the same time,they should give full play to the incentive and guiding role of culture to stimulate the vigor of innovation, so as to achieve the sustainable development.
