生活垃圾分类资源化利用模式创新与技术攻关

Innovation Model and Technological Breakthrough for Domestic Waste Classification and Resource Utilization

本研究立足于设备节能、过程环保、产品绿色的生态理念,在广东惜福环保科技有限公司首创的"三位一体"运营模式下,开展城乡垃圾资源产业化开发利用模式创新与技术攻关。"三位一体"运营模式可在不增加政府总经费预算的前提下,将环卫服务、垃圾分类、资源化回收利用一体运营,垃圾资源化收益作为运营企业部分利润来源和源头分类经费支撑,政府只需将环卫服务和垃圾清运及垃圾处理费用一起打包,企业可无偿增加垃圾分类和资源回收工作,实现垃圾减量70%以上。企业通过模式内的自主创新和资源整合实现各运营环节的无缝衔接和效益叠加,形成政府加活不加钱,企业多干多赢利的共赢模式。

Based on ecological philosophy of energy-saving equipment, environmental-conservation process and green product, as well as pioneered the trinity mode by Guangdong Xifu Environmental Protection Science and Technology Co. Ltd., we carried out the innovation model and technological breakthrough for urban and rural domestic waste resource utilization. In the trinity mode, on the premise without increasing government budget, sanitation services, waste sorting and resource reclama- tion are operated as a whole package, corporate profit and support funds of source separation is originated from resourcezation. The government only need pack the charge for sanitation services, waste transportation and treatment, the enterprises could in- crease unpaid work for waste sorting and resource recovery, and it achieved waste reduction above 70%,. Self-dependent innovation and resources integration can eventually achieve seamless connection and benefit overlapping among different hnks, eventu- ally forming a win-win model between governments and corporations.
