从制度变迁角度看土地储备管理新规

New Rule of Land Reserve Management from the Perspective of Institutional Change

伴随着我国市场经济的不断增长,国家财政部门、国土资源部门、中国人民银行以及银监会四大部门联合出台了《关于规范土地储备和资金管理等相关问题的通知》政策,制定出针对土地储备的主体、规模以及相关资金的筹集、使用等方面的新规定。此时,从制度变迁的角度对土地储备管理新规定与新政策的变化进行分析,对于推行和落实国家新的政策和措施具有十分重要的促进作用。

Along with the continuous growth of China＇s market economy, Ministry of Finance, Ministry of Land and Resources, People＇s Bank of China and CBRC four departments jointly issued the ＂Notice on Issues Related to Regulate Land Reserves and Fund Management Policies＂, formulate new regulations for the subjects as main body and scale of land reserve, raising and using of related funds. At this point, from the point of view of institutional change, paper analyzes the new regulations and new policies of land reserve management, it plays an important role in promoting and implementing the new policies and measures of the state.
