The Value of Government Information Resources in the Situation of Ubiquitous Information Request and Its Actualizing

【目的/意义】泛在信息诉求带来政务信息资源价值的多维表现,用户可以构建价值面和量的"泛在"与价值层和质的"智慧"结合的认知图景。【方法/过程】本文在信息诉求分析基础上,从情境感知角度构建政务信息资源价值模型,阐释价值转换机理和实现路径。【结果/结论】研究表明,由"启智、融智和创智"构成"三智"价值层次模型。启智促使知识结构重组,融智构建问题方法论,创智满足学习型诉求。有构建智慧信息,开拓创新思维和激发情境融合等价值实现路径。

【Purpose/significance】The multi-dimensional representation of the government information resources value comes from ubiquitous information demands.The users can construct the cognitive map to reflect the combination of the surface and volume of ＂ubiquitous information request＂and the quality of the ＂wisdom＂.【Method/process】Based on the information demand analysis,this paper constructs the value model of government information resources from the perspective of situational awareness,and explains the mechanism of value conversion and the realizable path.【Result/conclusion】The research shows that the model is a ＂Three Wisdom＂ value hierarchy.It will promote the knowledge structure,build problem methodology and the learning type appeal.There are three path to realize value,building wisdom of information,pioneering innovative thinking and stimulating the integration.
