摘要
国家资格框架构建需要教育资格与职业资格实现等值互认。身份文化的负面社会心理效应,教育、劳动与社会保障配套制度缺乏,国家资格开发课程滞后于经济社会发展成为国家资格融通的困惑,提出塑构职业资格证书理性、开发国家资格融通课程、完善国家资格框架支持系统,以打破教育资格与职业资格"双轨制",促进教育、劳动与社会保障帕累托最优实现。
The construction of national qualification framework requires the equivalence of educational qualification and vocational qualification. Negative social psychological effect of identity culture, lack of supporting system of education, labor and social security, the course development of national qualification lagging behind the development of economic and social development are the perplexity of accommodation of national qualification. It is suggested to construct the logos of vocational qualification certificate, develop national qualification' accommodating course, consummate national qualification framework support system, to break the dual track system of educational qualification and vocational qualification, so as to promote realization of Pareto optimal of education, labor and social security.
