湖南省“十一五”与“十二五”卫生总费用比较分析

Comparative analysis on total health expenditure between “The 11th Five-Year Plan”and “The 12th Five-Year Plan”in Hunan province

[目的]核算2006-2015年湖南省卫生总费用,分析两个五年计划中湖南省卫生总费用的变化情况,为"十三五"医药卫生体制改革政策提供参考。[方法]卫生总费用的统计方法采用来源法和机构法,分析方法采用比较分析法。[结果]"十一五"期间湖南省年均卫生总费用为556.82亿元,其中政府支出、社会支出、个人现金支出分别为131.97亿元、139.01亿元和285.84亿元,平均增长16.91%。"十二五"期间湖南省年均卫生总费用为1251.15亿元,其中政府支出、社会支出、个人现金支出分别为390.98亿元、380.45亿元和479.72亿元,平均增长16.24%。[结论]湖南省卫生总费用"十二五"比"十一五"结构趋好,政府卫生支出、社会卫生支出占总费用比重有所增加,但相对于全国水平仍然偏低。个人现金卫生支出比重下降,但相对于全国平均水平(29.27%)及世界卫生组织提出的目标(15%~20%),仍然偏高。

Objective To calculate total health expenditure in Hunan province from 2006 to 2015, and analyze the changes of total health expenditure in Hunan province in two ＂Five -Year Plans＂ so as to provide reference for ＂The 13th Five -Year Plan＂ medical health system reform. Methods The statistical method of total health expenditure was adopted the method of source and institutions, and analysis method was adopted comparative analysis. Results In the period of ＂llth Five - Year Plan＂ in Hunan province, the average annual total health expenses was 55. 682 billion yuan, of which government, social and personal spending was 13. 197, 13.901 and 28. 584 billion yuan respectively, average growth rate was 16.91%. In the period of ＂12th Five - Year Plan＂, average annual total health expenses was 125.115 billion RMB, in which government, social and personal spending was 39. 098, 38. 045 and 47. 972 billion yuan respectively, average growth rate was 16. 24%. Conclusions The structure trend of total health expenses in ＂12th Five - Year Plan＂ is better than that in ＂1 lth Five - Year Plan＂ . The proportion of government and social health expenditure has increased, but it is still lower which compared with national level. The proportion of personal cash health spending decreases, but it is still higher than national average （29. 27% ） and WHO target （15 -20% ） .
