摘要
在开展"多规合一"总体规划背景下,分析海南省水生态空间范围及功能布局,将水生态空间按功能管控划分为水生态保护红线区、水生态空间限制开发区、水安全保障引导区三大类,提出海南省水生态空间管控原则与指标体系,从水质保护、水量保障、水生态保护与修复、管控能力建设等四方面提出了海南省水生态空间管控指标与对策措施,可为海南省总体规划编制提供技术支撑。
In the background of carrying out the reform to replace multiple plans for Hainan development with one master plan,, analysis has been made on the extent and functional layout of aquatic ecological space. Based on functions of aquatic ecological space, it is divided into three types： redline zone, development-restricted zone and pilot for safeguarding water security. An indicator system for management and control of aquatic ecological space has been developed in Hainan Province. Indicator systems and measures are proposed for management and control of aquatic ecological space in four aspects, including quality control, water availability assurance, aquatic ecological protection and rehabilitation, capacity building, which shall provide technical support to the preparation of master plan of Hainan Province.
