河长制下跨省区河湖水域岸线管理与保护探讨——以海河流域岳城水库为例

Management and protection of shorelines of trans-provincial river-lake water bodies under river chief system——a case study of Yuecheng Reservoir in Haihe River Basin

我国大多河湖地处同一个省级行政区域,这有利于推行河长制。对于一些跨省区的河湖,如何推行河长制,并在实践中加强水域岸线管理与保护等问题值得探讨。以地处冀豫交界处的岳城水库为例,对岳城水库河长制框架进行构想,分析了岳城水库水域岸线管理与保护的影响因素,并提出相应的管理与保护对策。

Most of the rivers and lakes in China are located in same province, thus the implementation of rive chief system is relatively easier. For trans-provincial river and lake, how to promote river chief system and strengthen management of shorelines of water bodies is also crucial that attracts a lot of attention. Taking Yuecheng Reservoir at the border of Hebei and He＇nan provinces as an example, the framework for its long-term management is created. Management and protective measures are raised based on analysis of influential factors for regulation and conservation of shorelines of water bodies in the Yuecheng Reservoir.
