关于河北省农田水利管理引入“政府买服务”的思考

Thinking on introduction of 'service procurement by government' in farmland water conservancy management in Hebei Province

实施政府购买农田水利公共服务是提高水利服务效率的重要举措。目前中国云南、江苏、山东等地在政府购买水利公共服务领域进行了积极探索。笔者分析了河北省农田水利发展现状和问题,研究引入"政府买服务"的政策依据和可参考实例,并且对河北省实施政府购买农田水利服务提出几点建议,包括:健全制度体系,构建政府购买农田水利服务有效运行机制,落实保障措施等。

Government Procurement of farmland water conservancy public services is an important measure to improve water conservancy service efficiency. Currently, Yunnan, Jiangsu, Shandong, etc. are actively exploring the government procurement of water conservancy public services in China. The author analyzes the current situation and problems of tarmland water conservancy development in Hebei Province. The policy basis and reference examples of ＇service procurement by govermnent＇ are introduced in the study. Several suggestions are proposed for government to purchase farmland water conservancy services in Hebei Province, including perfection of system, construction of effective operation mechanism about government procurement of farmland water conservancy services, implementation of assurance measures, etc.
