Policy Analysis on the Introduction of Science and Technology Talents in Henan Province: Evolution and Trend

人才驱动是创新驱动的关键因素。河南省把引进科技人才作为谋求转型发展的重要举措,相继出台了一系列科技人才引进政策。本研究选取1978-2017年河南省科技人才引进政策的59个样本作为研究对象,对政策的演进历程和政策特征进行了分析,并对河南省科技人才引进政策的发展趋势进行了分析。

Talent-driven is a keyfactor to drive innovation.Henan Province has taken the science and technology talents introduction as an important measure of transformation and development. A range of science and technology talent introduction policieshave been released.In this study, fifty-nine samples of science and technology talent intro- duction policies in Henan Province in1978-2017 were selected as research objects. The evolution process and char- acteristics of the policies were analyzed, and the development trend of policies on science and technology talents in- troduction was analyzed.
