网络舆论监督失当的负面影响与缓解机制初探

The Negative Impact and Relief Mechanism of Improper Network Supervision on Public Opinion

当下的信息社会网络应用日趋广泛。网络媒体的应运而生让舆论的范围有了拓展，人们借助网络充分发表对社会事务的看法和见解，从而形成一种新型的舆论监督形式——网络舆论监督。网络舆论监督彰显出社会进步的积极力量，但当其出现失当表现，无疑会产生负面影响，不利于社会和谐稳定。对网络舆论监督失当的原因、影响进行初探，并从法规建设、社会管理、科技应用等方面提出相关的缓解机制。

In current information society, network is used more and more widely. Since the network media came into being, the scope of public opinion has expanded, and people can fully express their views and opinions on social affairs through network, thus forming a new form of public opinion supervision -- network supervision of public opinion. Network supervision of public opinion shows a positive force for social progress; however, it will undoubtedly have a negative impact, being not conducive to social harmony and stability when there is improper performance. This paper summarizes the reason and influence of improper network supervision of public opinion, and provides a related relief mechanism from the aspects of construction of laws and regulations, social management and application of science and technology.
