我国草原碳汇资源得天独厚,发展草原碳汇经济成为履约国际承诺、打造碳汇新经济、建设美丽中国的重要载体。目前,全球碳交易市场渐趋完善,我国碳交易市场前景广阔,内蒙古具有可观的草原碳汇潜力。我们可以借鉴国际碳交易和森林碳汇经验,以有条件、有优势的草原大区为布局重点,搭建交易平台、完善配套体系、加强横向合作、强化示范引领,推动草原碳汇经济的启动发展。同时,应将发展草原碳汇纳入国家整体战略规划,并将内蒙古列为国家草原碳汇经济先行示范区,实现草原固碳增汇增绿与牧民增收多赢、草原碳汇经济发展与生态环境共建共荣的发展目标。

China has rich resources of grassland carbon sinks. To develop the carbon sink economy of grassland is an important carrier for fulfilling international commitments, establishing a new carbon sink economy and building beautiful China. Currently, the global carbon trading market has been gradually improved and China＇s carbon trading has a broad market prospect. There is a considerable potential of grassland carbon sinks in Inner Mongolia. It is recommended to learn from the experience of international carbon trading and forest carbon sinks. In terms of the condition and advantages of the grassland, we will build the trading platform, improve the supporting system, enhance the horizontal cooperation and strengthen the demonstration and leading in order to promote the development of the carbon sink economy on the grassland. Meanwhile, it is recommended to put the development of grassland carbon sink into the overall national strategic planning, and list the Inner Mongolia as the national grassland carbon sink economic model area in order to realize both the development goals for increasing grassland carbon sequestration and agricultural herdsman income, and the co-construction and co-prosperity for grassland carbon economic development and ecological environment.
