摘要
针对军用实验室管理中普遍存在的重文件、轻实际,质量管理流于形式等问题,依据国际国内相关标准,结合工作实际,运用系统分析法探讨了环境测试实验室管理的重点,提出了一种基于监督报告的岗位评价机制,并在此基础上建立了一种量化打分的奖惩制度,将该制度试用于某军用环境测试实验室后,该实验室的各项质量目标完成情况均有明显改善,由此证明体系文件的水平并不能代表实验室的实际管理水平,实验室应基于实际情况建立相应制度保证质量体系文件落实。
During the implementation of laboratory quality management,more attention was focus on documents rather than actual result,and quality management becomes a mere formality. Point at this problem,according to relevant standards and practical work,based on systematic approach,key elements of laboratory management was discussed. Post evaluation mechanism based on supervision report was proposed and quantitative scoring system was set up. This management model was used in a military environmental testing laboratory,and quality objectives were better finished. Thus it proves that laboratory management documents can not accurately reflect the actual management,and adaptive system must be set up to ensure the effective implementation of the quality management system.
