长江中游经济带环境与经济增长协调性动态评价研究 被引量:1

Study on the Dynamic Evaluation of the Coordination Between Environment and Economic Growth in the Yangtze Midstream Economic Zone

摘要 为探究长江中游经济带环境与经济增长协调性问题,从而促进区域经济的可持续发展,根据2005-2015年的相关数据,建立了基于PSR模型的长江中游经济带环境与经济增长协调性评价指标体系,结合熵权物元分析方法对长江中游经济带3省区进行定量评价与分析。研究结果表明:1)2005-2015年该流域环境与经济增长协调性水平总体呈现上升趋势,并具有较为明显的地域差异。其中在整个评价期内湖北、湖南两省协调性水平变化较大,上升趋势较为明显,江西省协调性水平趋于缓和;2)工业用水量、城镇生活污水排放量、一般工业固体废物产生量、工业氮氧化物排放量等指标是该流域环境与经济增长协调性水平提升的关键制约因素。为促进环境与经济增长协调性水平不断提升,需进一步对工业"三废"的排放加强管控力度,积极开展环境污染整治,加大环境污染治理资金的投入。 In order to explore the middle reaches of the Yangtze River economic belt and the econom- ic growth coordination issues, so as to promote the sustainable development of regional economy, ac- cording to the relevant data of 2005 -2015 ,based on PSR model in the middle reaches of the Yan- gtze River economic belt and the economic growth coordination evaluation index system, combining with the analysis method of quantitative evaluation and analysis of the middle reaches of the Yangtze River Economic Zone provinces with the entropy and matter element. The results show that : 1 ) 2005 -2015 in the environment and economic growth coordination level overall upward trend, and has significant geographical differences. In the whole evaluation period in Hubei, Hunan province two co- ordination. The level of variation, obvious upward trend, Jiangxi province coordination level tends to relax ;2 ) industrial water consumption, urban sewage discharge, production of general industrial solid waste, indicators of industrial nitrogen oxide emissions is the key to the basin environment and eco- nomic growth to enhance the level of coordination to promote the environment and constraints. The e- conomic growth and improve the level of coordination, to further strengthen the industrial "three wastes" emissions control efforts, and actively carry out environmental pollution remediation, increase capital investment in environmental pollution control.
