摘要
随着我国社会工作本土化进程的持续推进,探寻符合域情的社会工作发展模式再次被提上日程。嵌入式发展、内生性发展和自主性发展三种类型成为了时下社会工作发展的主流模式。合作式发展模式是太仓市对于社会工作模式的创新,但在政府认可度不高和社会认同度不强的双重挤压下,这种模式存在行政化色彩浓厚、机构资金来源单一、其他主体支持力度较小、本土社会工作人才缺乏、专业人才服务梯队断裂等困境。其推进路径为:深化政府体制机制改革,打造社会工作发展社会生态;强化社会工作与非制度性主体协同度,形成主体互嵌共生结构;衍化社会工作发展能力,促动其服务效能的可持续性。
With the constant advancement of localization of social work in China, exploration of development patterns of social work in accordance with local reality has been once again put on the agenda, and embedded, endogenous and autonomous development patterns have become the mainstream. Cooperative development is an innovation created by Taicang, Jiangsu Province, but due to low government recognition and social identification, the pattern is in a dilemma, facing such problems as administerization, singleness of capital source, weak support from other subjects, lack of local social work talents, fault of talent service echelon and so on. Solutions to these problems include to deepen government~ s system and mechanism reform, promote ecological development of social work, improve the coordination between social work and non-institutional subjects, accelerate the formation of subject intergrowth, speed up the derivation of social work development, and realize the sustainability of its service efficiency.
