全面从严治党视角下的依规治党与以德治党

Administering the Party According to Rules and Virtues from the Aspect of Comprehensive and Strict Party Management

作为"四个全面"战略布局的重要内容,全面从严治党是新形势下管党治党的总要求,其对于推进党的建设工程具有重要意义。全面从严治党必须把依规治党和以德治党相结合。依规治党强调以党章为主体的党内法规体系对党员干部的约束作用,力求将权力关进"制度之笼",是全面从严治党的刚性约束和教育评价;以德治党强调以教育为手段的传统道德对党员干部的教化作用,力求将思想引入"道德之笼",是全面从严治党的柔性引导和文化传承。二者相辅相成、互融互动,相互结合,为管党治党提供了坚实的制度保障和思想基础。

Under the new situation, comprehensive and strict party management, as the important content of ＂four comprehensive＂ strategic layout,has been the general requirements to govern and administrate the party. It is of great significance to push forward the party ＇ s construction projects. Comprehensive and strict party management needs the combination of administering the party according to rules and virtues. Administering the party with rules strengthens on the restraining function of party rules and regulations which take party constitution as their subject to party members and cadres. Striving to confine the power to ＂an institutional cage＂ is a rigid constraint and educa- tional evaluation of comprehensive and strict party management. Whereas, administering the party with virtues strengthens on the enlightening effect of traditional morality which takes education as its tool to party members and cadres. Striving to induce ideology into ＂a moral cage＂ is a flexible guidance and cultural inheritance of comprehen- sive and strict party management. The two supplement, interact and integrate with each other, providing a sound ide- ological basis and institutional assurance for governing and administrating the party.
