财政收入与人口、教育和社会卫生保障空间相关性分析

Analysis of the Spatial Correlation in Financial Revenue and Population,Education and Social Health Security

基于我国31个省份(除港、澳、台)2000年、2005年、2010年、2015年的财政收入、人口、教育、社会卫生保障数据,运用Pearson相关系数法分析其相关性.结果表明:财政收入与教育支出的相关程度较高;根据教育和社会卫生保障支出比例,将各省份为"三高型"、"两高一低型"、"两低一高型"、"三低型";2000-2015年各省教育和社会卫生保障支出都呈现明显的增长趋势,但在财政支出中的比重却呈现下降的趋势.分析认为,各省教育和社会卫生保障支出与国家对地方政府的政绩考核制度等有关,适当地变更政绩考核标准,有利于各省政府充分合理地利用本地区的现有资源.

Based on China＇s 31provinces（except Hong Kong,Macao and Taiwan）fiscal revenue,population,education,social health care data in 2000,2005,2010,2015,its relevance was analyzed by using the Pearson correlation coefficient method.The result showed that：The fiscal revenue and education expenditure had the higher relevance;According to the percentage of education and social health care expenditure,the provinces were divided into four types;From 2000 to 2015,the education and social health expenditures had obvious growing in every province,however,which had showed a trend of decline in the proportion of fiscal expenditure.It was suggested that the education and social health expenditures were connected with local government cadre performance evaluation system.Innovative cadre performance evaluation system is conducive to the provincial government rational use of existing resources in the region.
