应用型高等学校法律事务管理体系研究

A study of legal affairs management system in application-oriented universities

以应用型高等学校法律事务管理体系为研究对象,以部分应用型高等学校现存且运行的法律事务管理机构为研究视角,通过数据分析、语义分析、比较分析、案例分析等诸多研究,力图为我国应用型高等学校法务管理工作提供可行性建议。文章认为,只有明确其受案、办案、预防"三位一体"的法务管理体系的作用机制才能针对其中的问题提出解决方案。只有建立起"一专多能"的人员队伍,夯实"依法治校"的管理理念,细化管理行为,才能真正实现法律事务管理体系的协调发展,进而实现对应用型高等学校"有的放矢"的保驾护航。

Application-oriented universities are drawing extensive attention because of their wide social contacts,extravertive teaching strategy and their target of nurturing applied and practical talents.Comparatively speaking,the legal affairs management of application-oriented universities take on more features than other regular universities in terms of school-running characteristics.Only by clarifying the three functional processes of legal affairs management system,namely,accepting cases,handling cases and taking precautions,does the paper come up with a solution to its specific problems.Only by establishing a team with personnel mastering many skills while specializing in one,reinforcing the management concept of ＂ running schools in accordance with the law＂ and specifying management behaviors,does the paper truly reach a coordinated development of legal affairs management system,which has a definite objective in view to escort application-oriented universities.
