基于全生命周期管理的小额设备自行招标探索

Research on self-bidding of dribblet equipment based on LCM

设备全生命周期管理(LCM)中,小额设备自行招标存在公告信息媒介局限、权威性低、良性竞争不足、资金利用率不高、制约招标工作质量提升等问题。针对问题,提出4种切实可行的解决方法,同时,针对全生命周期管理中存在的深层次问题进行分析探讨,对完善高校设备全生命周期管理、提高资金效益进行有益的探索和实践,提供了可借鉴的操作方法。

Regarding the LCM （life cycle management）of the equipment,some problems exist in the bidding of dribblet equipment such as the limited notice information,the low authority,the insufficient competition,the low utilization rate of funds,etc.,restricting the quality of the bidding work.In view of the above problems, four feasible solutions are put forward.At the same time,the deep-level problems in the life cycle management are analyzed,and the useful exploration and practice are carried out on the perfection of such management and the improvement of the funds efficiency, which provides the operational methods that can be used for reference.
