上海市近年中心城区道路积水改善工程实施效益分析及改进措施探讨

Analysis on the Project Benefit and Improvement Measures of the Road Seeper Control Project in Downtown Area of Shanghai in Recent Years

本文通过对2011~2016年上海市中心城道路积水改善工程涉及的77个项目工程效益进行分析,分析了近几年项目在有效性、经济性和时效性方面存在的不足,揭示了这些不足与现行立项程序不规范之间的关系,并尝试提出改进项目立项程序来杜绝这些问题的产生。

Based on the project benefit analysis of the road seeper control project in downtown area of Shanghai from 2011 to 2016, the paper shows the downturn in the effectiveness,economy and time consume of the project in recent years and the relationship with the way to approve and initiate the project., and also gives the improvement measures in project approval and initiation.
