摘要
专家评估与公众认知在食品安全风险治理中均具有重要作用。专家自身具有的局限性可能会导致食品安全风险评估结果失真。公众主体的复杂性及其认知的非专业性会对食品安全风险治理产生负面效果。因此,应从形式合理性和实质合理性入手协调专家评估与公众认知之间的关系,通过公众参与克服专家评估的部分局限性,通过专家理性引导社会公众对食品安全风险治理的正确认知。
The assessment of experts and public awareness all play an important role in the risk management of food safety. The limitations of experts might lead to distortions on the risk management of food safety. The complexity of public subject and the non-professionalism of its knowledge will have a negative effect on the risk management of food safety. We should coordinate the relationship of assessment of experts and public awareness from the aspects of the formal rationality and the essential rationality, that is, we should overcome some limitations of experts' assessment by public participation, and guide the public's correct cognition on the risk management of food safety by experts ' assessment.
