体育协会“脱钩”背景下体育人力资源开发的途径研究 被引量:1

摘要 本文运用文献调研、对比分析等方法,探讨体育协会开发体育人力资源的必要性,分析并归纳体育协会"脱钩"背景下体育人力资源开发存在的问题:体育人力资源的需求规划受制于国家体育总局;体育人力资源配置工作存在缺陷;体育人力资源招聘工作存在困境;培训工作缺乏针对性,培训内容不全面;缺乏配套的竞争和奖惩机制;政策法规不健全等。最后结合国外体育协会体育人力资源开发的经验,提出体育协会"脱钩"背景下体育人力资源开发的具体途径。 By using the method such as literature research and comparative analysis, this paper discusses the necessity of human resource exploration of sport associations, analyzes and concludes the human resource problems under the background of" separation" : demand plan is subject to General Administration of Sport; problems exist in human resources allocation and recruitment; training is in lack of pertinence and the training contentsare not comprehensive enough; matched competition and rewards and punishment mechanism are insufficient; as well as policies and regulations are incomplete. Finally, the specific routine of human resource development under the "separation" is carried out by considering the experience of foreign sport association human resource management.
