农业供给侧结构性问题突出表现为政策作用下价格信号扭曲导致的农业供需错配。因此,农业供给侧结构性改革的本质就是重新平衡政府与市场的关系,通过价格发现机制促进农业供需匹配。创新制度供给是农业供给侧结构性改革的关键,需要通过改革破除制约市场机制发挥作用的相关制度。对于获取长期的、供给面的福利改进,财政具有巨大潜力,应充分发挥财政在农业供给侧结构性改革过程中的市场发现、市场维护、市场引导和市场培育作用。

The problems resulted from policies in agricultu re supply-side structure is the mismatch between agriculture supply and demand and this mismatch partly comes from the price distortion from government policies. Thus the essence of agriculture supply-side structure reform is to re-balance the relationship between government and market, promote the demand and supply match by price finding mechanism. Innovating system supply is the key of the reform and it＇s necessary to remove those constraints which limit the market role by reform. Finance has great potential to gain long-term, supply-side benefit improvement, and finance should play a crucial role in market identification, maintain, direction and cultivation.
