竞争性过剩与结构性有效需求不足的叠加

Overlapping of Superimposed on the Competitive Overcapacity and the Structural Effective Demand Shortage

面对当前我国经济发展过程中日益突出的产能过剩问题,现有研究分别从市场失灵、政府失灵和海外市场逆转等外部因素来加以探讨。本文首先从供给侧入手,以竞争性过剩来解释中国式产能过剩,然后引入结构性有效需求不足这一概念,从需求侧讨论产能过剩问题。文章最后提出,解决产能过剩是一个系统工程,其战略思路包括短期投资驱动与刺激需求、中期实现政府职能转变、长期形成创新驱动型增长体制,短、中、长期还应统筹规划,才能更好地解决产能过剩问题。

In the face of the current prominent overcapacity problem in the process of China economic development.The existing researches discuss the problem from the external factors such as market failure,government failure and the reversal of overseas markets.The paper firstly uses competitive excess to explain the Chinese style overcapacity from the supply side,secondly,introduces the concept of structural effective demand,from the demand side to discuss the problem of overcapacity.Finally,the article puts forward that it is a systematic project to solve overcapacity problem,the counterplan includes short-term driving investment and stimulating demand,mid-term transforming government function,long-term formating the growth system driven by innovation,short term and long term should be integrated planning,in order to effectively solve overcapacity problem.
