用马克思中介思想分析当前供给侧结构性改革的关键环节

The Key Link of the Current Supply Side Reform on Marx＇s Intermediary Thought

改革的实质是对不适应生产力发展的生产关系的变革,而在生产力与生产关系的矛盾运动中,中介环节和中介运动可以决定矛盾发展的最终趋向。马克思在《资本论》中对资本主义经济规律及其最终命运的揭示正是通过对大量矛盾中介环节及中介运动的分析来实现的。西方供给学派的政策主张及其实践样本没有改变劳动力成为商品的命运,因而不可能改变资本主义生产的社会化与生产资料资本主义私人占有制之间的根本矛盾。我国新常态背景下供给侧改革的实质是对经济发展过程中生产、分配、交换、消费四环节相互关系的重新理顺,而分配作为生产与消费的中介环节成为供给侧改革的关键。对当前收入分配关系的调整应把握三方面重点：一是以劳动者收入合理增长为主线;二是充分发挥政府在供给侧改革中的主导性作用;三是正确处理经济改革与政治法律改革的关系。

The essence of the reform is the change of the relations of production which is not adapting to the productivity,and in the contradictory movement of the above two,intermediary links and their sports can determine the contradictions＇ final movement trend.It is through analysis of a large number of conflicts intermediary links and their sports in his ＂Das Kapital＂ that Marx reveals the economic laws and ultimate fate of capitalist.Western supply school policies and practice samples did not change the fate of labor as commodity,therefore,it is impossible to change the fundamental contradiction between production socialization and the private capitalism of capitalist.The essence of our supply side reforms is the straightening out of the relationships in the process of production,distribution,exchange,consumption under the background of the new normal,in which distribution as the intermediary link of production and consumption acts a key role.There are three important aspects for current income distribution adjustments：One is to properly deal with the relationship between labor income and capital income;the second is to properly deal with the relationship between the government function and the market function;and the third is to properly deal with the relationship between economic reform and political reform.
