Problems and Countermeasures of Urban Infrastructure PPP Projects

PPP是推进我国城市基础设施供给侧改革的重要手段。然而,在PPP项目实践过程中,各级主体对PPP认识缺位、PPP专业人才匮乏、体制机制问题严重等问题已成为城市基础设施PPP项目推进的制度困境与现实障碍。为此,必须深刻认识PPP的内涵,并从宣传力度、各级主体责权利、立法层级、政府契约精神等角度改善PPP项目运行的内外部环境。

The PPP is an important means to promote the construction of urban infrastructure supply-side reform in China. However, in practice, the vacant understanding of PPP industry among all the levels,lacking of professional personnel, serious PPP system problems have become the institutional dilemma and practical obstacles of city infrastructure projects during promoting the PPP. Therefore, it is necessary to deeply understand the connotation of PPP, and improve the internal and external environment of PPP project from the angles of popularity, principal responsibility at all levels, legislative level and the spirit of government contract.
