摘要
师范生免费教育政策既是提升师范专业纳优能力的现实需要,更是回归师范院校办学特色和实现国家"教育优先发展"战略的应然诉求。师范生免费教育政策实施过程中,招生政策稳中有变,培养政策逐渐改进,就业政策稳步放宽。纵观十年,该政策在促进师范专业纳优能力回升、提高师范生培养质量、改善师范生就业等方面做出重要贡献的同时,也面临招生形式单一、培养目标与学校办学目标冲突、就业模式有违公平等问题。因此,后续政策需要进一步完善招生制度,创新免费师范生退出机制;回归大学的"育人"主旨,增强培养单位的师范生教育动力;完善就业方式,鼓励免费师范生到农村学校就业。
The free normal education policy is not only necessary for promoting the normal majors' ability of receiving excellent students, but also demanded by specializing the normal colleges' features and fulfilling the education development first strategy. In the implement process of the free normal education policy, the students admission policy has been changed in a steady way, the students cultivation policy has been improved gradually, and the employment policy has been loosen steadily. In review of the past decade, while the policy is contributing to promoting the ability of receiving excellent students, raising education quality and improving the employment situation, it also faces many problems such as the single admission mode, conflicts between training goals and university development goals, and unfairness in the employment model. Therefore, the follow-up policy needs to further perfect the students admission system and create withdraw mechanism; return to the theme of education and strengthen the motivation of normal students education; perfect the employment model and encourage students to get a job in village schools.
