失地农民是在新型城镇化过程中,由于公共利益的需要而导致拥有承包经营权的全部或部分土地被政府征用的农民。失地农民体育权利是指失地农民基于对城市公共体育资源的使用和受益的权利,在维护和追求体育相关的各种利益时具有选择的自由和资格。提出培育失地农民体育权利自我保障意识、完善失地农民体育权利保障的立法、强化失地农民体育权利保障的执法力度等失地农民的体育权利保障措施。
