Problems and Suggestions of Wetland Protection in Wuzhong City

文章以2003年至今吴忠市湿地保护工作发展历程为基础,分析了湿地保护工作存在的问题,包括:地方性政策法规缺失、湿地管理机构不健全、政府资金投入力度不足、单纯依靠林业部门、各自为政、以经济发展为优先。提出相应对策:建立健全湿地管理体系和协调机制,湿地管理委员会应当发挥积极作用;完善因地制宜的湿地管理制度,尽快出台吴忠市地方性湿地法规条例;加大湿地保护投入力度,将湿地保护资金纳入各级政府财政预算。

Based on the development process of wetland protection in Wuzhong City since 2003, the paper analyzed the existing problems on wetland protection, which mainly lied in： lacking of local policies and regulations,wetland management institutions are not perfect, government investment is insufficiency, relying solely on the forestry sector, lack of coordination, with economic development as the priority, etc. Finally, it put forward some proposals based on these problems： to establish a sound management system and coordination mechanism of wetland;wetland management committee should play an active role; to improve the wetland management system and set up Wuzhong City local wetland regulations as soon as possible; to increase wetland protection efforts and put wetland protection funds into government budgets at all levels.
