摘要
"多规矛盾"由来已久,溯其本源是由于我国规划体系和体制的复杂交织,造成不同政府部门、权力主体对同一空间资源的竞争,以及信息沟通不畅,各自为政等。文章探寻了规划编制前"多规"目标缺乏共识的原因,提出需明确"多规"间职责,建立相互协调、制约和促进的良性机制,构建一个协作、平衡和稳定的规划管理体系,并选取吴中区案例为实证对"多规融合"目标协调机制的构建进行研究。
Multi-plan contradiction has been an issue for a long time. It is caused by the chaotic planning systems, and the competition between different government departments and power subjects, and the lacking of communication. The paper analyzes the reasons that affect the multi-plan integration, clears the responsibility of each plans, builds the coordinated mechanism and balanced management system, and practice in Wuzhong district.
