"生产、生活、生态"三大基本空间是政治家从空间发展战略的高度对"新型城乡关系"提出的重要概念。落实到空间规划层面,如何将政治语言转化为切实可行的规划工具是未来城乡规划参与空间规划体系构建过程中需要深入思考的问题。文章在分析政策工具实践和规划研究进展的基础上,结合重庆市法定城乡规划体系,提出了城乡规划划定三大基本空间的总体架构,以此为基础,对区县城乡总体规划层面的三大基本空间划定进行了探索,从划定原则、空间对象、划定方法与成果表达等方面明确了划定技术路线,并结合具体案例进行论述。文章认为,政治语言向规划语言的转化是城乡规划话语权提升的重要保障,需要在整合现有政策工具的基础上对规划工具进行内涵与外延的拓展。

The ＂three basic spaces＂ is an important political idea from the height of space development strategy. How to translate the political language into practical planning tool is crucial to explore the spatial structure of urban and rural areas and establish the spatial governance system. This paper reviews the planning policy practice and planning research progress, and bases on the practice of Chongqing, puts forward a system to delimit the three basic spaces, and probes the technical routes of space delineation. It includes principle, objects, platform, method and results in the comprehensive plan. This paper argues that the transformation from political language to planning language is the guarantee for urban-rural plan, and need to expand this tool based on the integration of various types of policy tools.
