上海华东工业建筑设计院(华东院)是新中国建国以来的行业代表,文章以其技术管理为切入点,通过对诞生于1958年"大跃进"时期的2 500 t水压机车间的设计回顾,指出华东院在组织管理、内部技术规定、设计科研、现场服务等环节为"多快好省"的工业建筑建设提供了关键性的支持。

Shanghai East China Architectural Design Institute（East China Institute） is considered one of the leaders in the field since the founding of the People’s Republic of China.The paper reviews the design process of the 2,500 t hydraulic locomotive,which was designed during the Great Leap Forward Period in 1958.It points out that the East China Institute applied the approach of ＂Do More With Less＂ in terms of organizational management,internal technical regulations,design and research work along with field service etc.
