摘要
从政府投入资金促进森林生态产品供给视角分析,运用DEA及其衍生模型,以政府资金投入来表征投入指标,以森林生态产品价值增值来表征产出指标。利用2000-2014年相关数据,对东北四大森工集团森林生态产品供给的投入产出效率进行量化研究。结果显示:东北重点国有林区森林生态产品供给的投入产出综合效率主要受资金利用技术影响;黑龙江、长白山森工集团森林生态产品供给的投入产出效率不高。为此,从国家与森工集团层面,提出若干对策建议,改善资金利用效率,促进森林生态产品有效供给。
Analysis from the angle that government invest finance to promote forest eco-products supply,adopt DEA and other derived models,use government finance investment to represent input indicators,and use value appreciation of forest eco-products to represent output indicators,utilize relevant data of 2000-2014,to proceed a quantitative research on the input-output efficiency of forest eco-products at four forest industry group in Northeast China. Result reveals that the input-output comprehensive efficiency mainly affected by investment scale of forest eco-products supply at key state-owned forest region in Northeast China; the input-output efficiency of forest eco-products supply is not high at Heilongjiang and Changbai mountain forest industry group. So,from the level of state and forest industry group,put forward some policy and suggestion,improve using efficiency of capital,promote effective supply of forest eco-products.
