严出:实施提高高等教育质量基础性改革的紧迫性

Strict Graduation is a Fundamental Reform Needed by Chinese Higher Education

高校缺乏约束的"宽出"导致大量学生无视学业、缺乏最基本的专业知识积累和必要的专业技能,成了名副其实的非合格"产品",也成为各种改革措施难见成效及社会对高等教育质量诟病的重要根源,需要尽快实施大学"严出"这一基础性改革。为此,不仅需要高校严格自身的人才培养规格和检验标准,而且要加快中介评价机构建设和评估方法研究,对高校的输出"产品"进行检验和评估,以促进和约束高校切实提高自己的人才培养质量。

Although colleges are no longer ivory towers in the former, their inner status am not simple to be known dearly by outsiders yet. Due to easy graduation mechanism without restriction adopted by colleges,a large number of students ignore their studies, and are lack of the accumulating of the most basic knowledge and professional skill. They are true unqualified products, and are an important mot while we argue about non effective reforms or poor quality of higher education,etc. In order to make relevant reforms to take effect,colleges need to implement strict graduation reform as soon as possible. This means that, colleges should formulate their strict undergraduate talents cultivalion and gradu- ation criterion. At the same time, some intermediary evaluation institutions should be established to inspect and evaluate talent products outputted by colleges.
