贵港市建设用地节约集约利用评价研究

Evaluation and study of saving and intensive use of construction land in GuiGang

文章以贵港市区域建设用地为评价对象,选取利用强度指数(UII)、增长耗地指数(GCI)、用地弹性指数(EI)和管理绩效指数(API)构建评价指标体系,采用多因素综合评价法对区域土地节约集约利用状况进行分析评价。结果表明2015年贵港市区域建设用地节约集约利用评价总指数为72.70,土地利用状况处于中等水平,建设用地消耗量与社会经济发展协调程度还有待提升;贵港市所辖5个县(市、区)差异较大,土地利用状况最好为平南县,依次为覃塘区、桂平市、港南区和港北区。最后提出相关建议及措施,以期为促进贵港市建设用地的合理开发与利用提供科学依据与指导。

In order to evaluate the intensive and economical use of urban construction land in Guigang city, an evaluation index syste m including UII,GCI,EI and API is built in this paper to analyze and evaluate its condition of land intensive utilization using a method of multi-factor comprehensi-ve evaluation.The results showed that the combined evaluation index of GuiGang＇s construction land saving and intensive use is72.70 in 2015.The condition of land utilization is at medium level and the coordination between construction land consumption and the development of social economy is hoped to be promoted;There is a large difference about land condition among the five regions which are administered by Guigang city.The land intensive utilization condition ofpingnan is the best,followed by qingtang, guiping,gangnan and the gangbei in GuiGang city.Finally, some suggestions and steps related are put forward to provide the basis and guidance for improving the rational exploitation and use of construction land in Guigang from a scientific standpoint.
