摘要
民族地区贫困状况和形式多种多样,必须依据实际情况制定精准脱贫方略,确立精准脱贫的目标定位。实施精准脱贫方略的法治路径是:依法依规实施贫困群体易地搬迁,落实教育资源均等化阻断贫困代际传递,建立横向生态补偿机制建设生态文明,改革财务管理制度完善扶贫资金管理,强化绩效考核评估严厉实施责任追究机制。
The various forms of poverty status in China＇ s minority areas demands to formulate strategy of accurate poverty alleviation based on the practical local conditions and to locate the objectives. The legal guarantees to implement this strategy cover the following aspects： resettlement according to laws and regulations; prevention of the intergenerational transmission of poverty trough equalization of educational resources; establishment of horizontal eco-compensation mechanism to build eco-civilization; reform of financial management system in order to improve the management of poverty alleviation funds; implementation of the accountability mechanism strictly trough strengthening performance evaluation.
