江西省抗旱规划项目建设实践及非工程措施建议

Drought relief project construction and non-structural measures management in Jiangxi Province

为提高抗旱应急能力,2014—2016年,江西省共实施了14座小型水库和220处引调提水工程,投资规模21.4亿元。目前,引调提水工程项目已基本完成,小型水库项目略有滞后。项目实施后极大提升了当地生产生活和农业供水能力。就推进工程实施过程中所面临的项目进度不够理想、竣工验收率低、建设管理力量较薄弱等问题进行阐述并提出工作建议。此外还介绍了抗旱非工程措施建设的现状并给出建议。

In order to improve the capability of drought management and emergency response in Jiangxi Province, the government invested 2.14 billion in the construction of 14 small reservoirs and 220 water diversion projects from 2014 to 2016. These projects have greatly alleviated local water problems. In this paper, the issues and countermeasures during implementing projects are summarized, and suggestions for non-structural measures management of drought relief are proposed.
