提升居民消费倾向与财政支出政策供给问题探析

Research on Stimulating Household Consumption Propensity and Government's Fiscal Policy Supply in China

财政政策对经济社会的发展方式具有重要的导引作用。我国经济持续保持高速增长的三十多年中,在居民可支配收入提高的情况下,居民消费行为仍相对理性谨慎,消费对经济增长的贡献远不及投资明显。经济增速进入换挡期后,我国财政政策的调整将决定居民消费能力的提升幅度,进而决定经济增长的引擎拉力。科学的财政支出政策,应当保持适当的经济支出比例,保证经济支出的消费效益最大化;应当适度增加民生保障支出,强化居民未来保障预期;应当合理分配民生资源,保证民生财政资源被公平使用,发挥财政支出政策调节收入分配的功效。

Government＇s fiscal policy plays a leading role in the development of an economical society. Over China＇s more than thirty years of sustained high-speed economic growth,the households＇ disposable income keeps rising. But the households＇ consuming behaviors are still rather cautious and rational,household consumption contributes less than investment to economic growth. With the gearing down of China＇s economic growth,the adjustment of government＇s fiscal policy will determine the improvement of households＇ consuming capability,and this may further fuel the engine of economic growth. In a scientific financial expenditure structure,economic outlay should be kept at a reasonable level,which may lead to the maximum of consumption benefit; the expenditure on the guarantee of households＇ livelihood should also be raised,which may improve the households＇ expectation about future; more public resources should be allocated to and fairly used in people＇s livelihood,government＇s fiscal expenditure policy thus function to adjust national income distribution.
