无线电频谱资源是国家所有的具有战略意义的自然资源,其所指向的无线电波属于"物"的范畴,鉴于无线电频谱资源的稀缺性,有必要建立无线电频谱资源的用益权制度以实现对无线电频谱资源的充分利用。无线电频谱资源用益权制度的核心内容应包括:无线电频谱资源用益权的取得制度、转让制度、租赁制度和抵押制度。

Due to the scarcity of radio spectrum resources, it is necessary to establish the system of usufructuary right of the radio spectrum resources to realize the full utilization of the radio spectrum resources.
