大数据时代农村党组织的社会治理能力研究——信息裂变与合作共治

Study on the Social Governance Ability of Rural Party Organizations in the Big Data Era:From Perspective of Information Fission and Co-Governance

大数据技术的快速发展,一方面正"裂变性"地改变着人们的信息获取模式与认知方式,另一方面也"持续性"地生产着"信息越公开、社会越不信"的悖论问题。信息裂变公开与规则绩效兑现,是大数据时代建构社会信任机制的充要条件。应用此理论分析农村党组织的社会治理能力,既能发现其长处,也能发现其不足。在大数据时代,农村党组织应以建构村民和干部之间的互信关系为基础,理清农村利益增值与农村利益分配、农村经济发展与农村环境保护、农村党组织建设与农村事务村民共治之间的关系,并通过强化自身纯洁性和先进性建设,整合信息公开的"互联网+"模式,"先近后远"兑现村民守规绩效,引导村民参与村务合作共治,来实现农村社会治理现代化。

Whilethe rapid development of big data technologychangesthe information acquisition mode and cog- nitive styleof people, it has generatedaparadox of ＂more information, less trust＂. Information fissile disclosure and rule-performance payment are the necessary and sufficient conditions for constructing social trust mechanism in the era of big data. Using the theory to analyze the social governance ability of the Party organizations in rural areascould identifyits strength and shortcomings. The paper suggests that in the era, the Party organizationsat rural level should construct the mutual trust relationship between villagers and cadresand clarify three pairs of relationsas the rural in- terests and rural value-added benefit distribution,rural economic development and environmental protection, the rural Party organization building and co-governance of rural affairs by villagers.Moreover, the rural Party organization- sshould guide villagers to participate in nance, through village governanceto achieve the modernization of the rural social gover- strengthening the purity and advanced nature of the Party organizations, integratingthe information disclosure mode oflnternet plus, fulfilling the commitment ofrule--performance paymenL
