建立高等教育质量国家标准是世界各国保障教育质量的重要举措。英国高等教育质量享誉世界,其严谨而系统的质量标准体系以QAA为领导,多元利益相关者共同研制,以学术标准、质量保障标准和质量信息标准为主要内容,通过信息公开和公众参与提升实施效果。英国高等教育质量标准的制定主体、框架体系和实施措施对我国建立高等教育质量国家标准具有重要的启示和借鉴意义。

Establishing quality standard is an international trend for improving the quality of higher education,which is also important and urgent in our country. The higher education in the UK is famous for its rigorous and systematic quality standard system in the world. Their Quality Code for Higher Education which is the new higher education quality standards is developed by QAA as the leader with multiple stakeholders. It includes setting and maintaining threshold academic standards,assuring and enhancing academic quality and information about higher education provision;And it tries to enhance the implementation of the results through information open and public participation. The organization,framework and application of the quality standards of higher education in the UK have an important inspiration and reference for the establishment of national standards for higher education quality in China.
