摘要
对口支援是政府倡议和推动的重要政策,国有企业是市场投资的主体。因此,研究国有企业参与对口支援的行为与机制,对于透视和理解政府、市场和社会之间的关系具有重要意义。本研究基于组织与环境关系的理论,从制度诱导和公益驱动的视角,以北京市49家国有企业为研究对象,基于文本分析法,探讨了国有企业参与对口支援活动的内在动力机制。研究发现,国有企业参与对口支援活动遵循"政治"与"公益"的双重逻辑,而市场"效率"弱化;政治行为表现为政府号召、支持边疆发展;社会公益则表现为履行企业社会责任,体现公益精神。
Counterpart support is an important policy that government puts forward and further promotes. State-owned Enterprises are the main body of market investment. The research on behavior and mechanism of state-owned enterprises in counterpart support is important in understanding the relation between government and enterprise. Based on the theory of the relationship between organization and environment, this paper discusses the intrinsic dynamic mechanism of state-owned enterprises participating in counterpart support from the perspective of institutional induction and public welfare. To better support our conclusion, we base our text analysis on the 49 state-owned enterprises in Beijing. The result finds that state-owned enterprises follow dual logic on politics and public welfare, whereas weakening the efficiency. Political behavior manifests itself in the call of government and the support to the development of border areas. Social welfare manifests itself in fulfilling the corporate social responsibility and reflecting the spirit of public interest.
