中医药参与海合会国家卫生治理述论

Traditional Chinese Medicine's Role in Public Health Governance in GCC Countries

卫生治理是全球治理的重要组成部分。中医药是中国参与中东地区卫生治理的重要载体。中医药参与海合会国家卫生治理对中国在当地推进"一带一路"具有重要现实意义。中医药国际化发展是中国在海湾地区推进"一带一路"的重要动力,也是中国提升文化软实力和外交亲和力的重要依托手段,更是中国参与全球卫生治理的重要路径选择。本文通过考察海合会国家卫生治理的诉求,厘清中医药在海合会地区发展的优劣态势,并从多元合作、产业发展、生态治理三个方面的具体发展路径提出建议。

Health governance is an important part of global governance,and traditional Chinese medicine(TCM)is an important carrier for China to participate in health governance in the Middle East.The participation of the TCMin GCC health governance is of important realistic significance in promoting the development of the'Belt and Road Initiative'locally.The internationalization development of the TCMis the important driving force in promoting the'Belt and Road',as well as important means to expand China's cultural soft power and diplomatic affinity.Moreover,it is among important paths for China to participate in global health governance.Based on this,this paper analyses the aspiration of GCC countries,clarifies the advantages and disadvantages of development of TCMin the GCC region,and provides suggestions to the development paths from the aspects of diversified cooperation,industrial development and ecological governance.
