论“为官不为”及其治理

“Inaction of Officials” and Its Governance

党的十八以来,中国特色社会主义事业实现突飞猛进的新发展。"撸起袖子加油干"成为新常态新要求。然而与之相悖的是,由于种种复杂因素的影响,"为官不为"的"消极腐败""变相腐败"问题也相对凸显。"为官不为"的主要症结由个人、组织和环境三个层面的因素构成。基于动机、机制与环境的分析,通过具体考究"为官不为"的动机原因、机制成因和环境诱因,我们认为"为官不为"的治理,应当坚持和完善"三位一体"治理思路,即重点着力于矫正个体行为动机、完善组织运行机制、营造廉洁外部环境及三者的联动融合。

Since the 18th national congress of the CPC, the cause of socialism with Chinese characteristics has achieved rapid progress. ＂Rolling up the sleeves and working with added energy＂ has become new normal and new requirements. However, due to the influence of complex elements, problems such as the ＂official inaction＂, ＂negative corruption＂, and ＂disguised corruption＂ are relatively prominent. The ＂official inaction＂ is mainly caused by a combination of the individual, organizational and environmental factors. Based on the analysis of motivation, mechanism and environment, and by studying specific eases, we suggest that the governance of ＂official inaction＂ relies on the adherence to and perfection of the ＂three -in -one＂ governance idea, which focuses on the correction of the individual behavior motivation, improvement of the operational mechanism of the organizations, and creation of a clean external environment.
