论新时期政党纪律治理机制创新——监督执纪“四种形态”的纪律治理意义和价值探讨

On the Innovation of Party Discipline Governace Mechanism in the New Era

纪律治理是国际社会政党治理的基本模式。纪律治理是一种微观的政治控制技术,具有思想控制性、行为规范性和观念型塑性,能够让所有政党组织成员形成共同信念,认同政党组织的价值标准和政治追求。我们党要实现政党的现代转型,必须在继承纪律治理传统的基础上,赋予纪律治理新的时代内涵、政治元素和科学方法,创新纪律治理技术,实现内部政治控制、组织控制和人员管理的严肃性和规范化。监督执纪"四种形态"是一种纪律治理创新方式和政党治理模式改进,体现了惩前毖后、治病救人的原则和把纪律挺在前面的要求,能够推进政党治理体系和治理能力现代化。当前,从政党建设角度来说,推进纪律治理要进一步突出纪律治理主体、建立纪律文化、强化纪律观念、树立纪律权威、完善纪律规范以及严肃纪律审查等。

Discipline governance, the basic model of political party governance in the international community, is a kind of political control technology, with the ideological control, behavior norms and concept formation, and allows all party members to form a common belief, the value standard of the party organization and political identity. Our Party must inherit the traditional governance discipline, and give it connotation of the age, new political elements and scientific methods. As a new discipline and party governance model, ＂Four forms＂ of supervision and discipline is to embody the principles of ＂learning from past mistakes to avoid future ones＂ and of ＂curing the sick- ness to save the patient＂, and therefor to promote Party governance systems and governance capacity modernization. At present, to promote the discipline government, we must further highlight the prime body of governance, establish discipline culture, and strengthen discipline idea, discipline authority and discipline review.
