高校监督执纪中存在的问题及对策研究——对标中央监督执纪工作规则和省纪委实施办法

A Research on Supervision and Executing Disciplines Problems and Countermeasures in Universities——According to Rules of Supervision and Executing Disciplines of the Central Government and the Implementing Method of Yunnan Discipline Inspection Commission

《中国共产党纪律检查机关监督执纪工作规则(试行)》和云南省纪委《贯彻〈中国共产党纪律检查机关监督执纪工作规则(试行)〉实施办法》,对纪律检查机关监督执纪工作的主要方面和权力运行的各个环节作出了明确规定,是各级纪律检查机关今后监督执纪工作的根本遵循。由于机构设置和人员配备有别于地方纪律检查机关,高校纪律检查机构如何结合自身实际,严格执行工作规则和实施办法是一个不能回避的重要问题。结合高校监督执纪工作实际,在分析高校执行工作规则和实施办法中存在的问题基础上提出初步的解决建议。

In Rules of Supervision and Executing Disciplines of Discipline Inspection Organ of CPC （try ouO and the Implementing Method of Yunnan Discipline Inspection Commission, the main tasks of supervision and executing disciplines and every link of power operation of Discipline Inspection Organ have been clearly stipulated, which are the basic rules of supervision and executing disciplines for Discipline Inspection Organ at all levels. It is an important issue how university Discipline Inspection Department strictly implements the Rules and the Implementing Method according to its own characteristics because organization establishment and personnel allocation in universities are different from the local discipline inspection organ. Based on the actual condition of university supervision and executing disciplines, the paper analyzes the problems of universities in executing the Rules and the Implementing Method, and then puts forward some basic solutions.
