基于DEA模型的江苏省大气环境经济综合效率评估

摘要 选取2001—2014年的相关数据,基于DEA和Malmquist指数模型,分析了14年间江苏省重点行业的大气环境经济综合效率及其影响因素。结果表明,2014年只有木材加工业和有色金属行业为DEA有效,其他未达到DEA有效的行业工业煤炭消费总量投入平均冗余率为47.35%,SO_2和烟粉尘平均超排率分别为25.72%和66.99%,说明这些行业存在大气环境经济效率低和污染物排放较高的问题。通过分析大气环境经济的全要素生产效率(TFP)发现,技术变化指数作为影响TFP增长快慢的最主要的因素,呈现波动增加的趋势,但是增加幅度有限,加强技术改进和创新是进一步提高江苏省大气环境经济综合效率的关键。 Based on the data of 2001-2014, the comprehensive etticiency of atmospheric environment economy ann its influencing factors of key industries in Jiangsu Province were analyzed by models of DEA and Malmquist over the past 14 years. Results showed that: only the wood processing industry and non-ferrous metals industry is DEA effective in 2014, the average rate of total industrial coal consumption of the other did not achieve DEA effective industrial is 47.35%, and the average super discharge rate of SO2and smoke dust were 25.72% and 66.99%, it shows that these industries have the problems of low economic efficiency and high pollutant emission in the atmosphere environment. By analyzing the total factor production efficiency(TFP) of atmospheric environmental economy, as the most important factor affecting the growth rate of TFP, technical change index showing a trend of increased volatility, but the in- crease is limited, strengthening technological improvement and innovation is the key to further improve the compre- hensive efficiency of the atmospheric environment in Jiangsu Province.
