体育社会组织监管的价值诉求、多维困境与实现路径——基于社会责任国际标准视角

Value Demands, Multidimensional Dilemmas and Implementation Approaches in the Regulation of Sport Social Organizations—Based on ISO26000

体育社会组织监管是体育创新和完善国家体育治理体系的重要内容。我国体育社会组织监管存在政府监管执行力软散、社会监管驱动力不足、社会组织自身监管责任缺失、多元协同监管乏力等问题。引入社会责任国际标准指导体育社会组织监管,通过分类制定体育社会组织履行社会责任的国家和地方标准,创新体育社会组织履行社会责任的评价与评估,发挥互联网平台在"互联网+"时代的新兴监督作用,引导体育社会组织发布《社会责任年度报告》,实现体育社会组织有效监管。

The regulation of sport social organizations is an important part of sport innovation and sport governance system. Some problems exist in the regulation of sport social organizations in our country ： insufficient implementation of government regulation, inadequate driving force for the social regulation, absent responsibility of self - regulation in sport social organizations, and the deficient multi - coordinated supervision. In this case, it is necessary and significant to improve the regulation by introducing ISO26000 to sport social organizations. The following are the measures for the application of ISO26000： to formulate national and local standards for the social responsibility of sport social organizations, to innovate the assessment of sport social organizations in practicing social responsibility, to regulate through online platform in the＂ Internet ＂ era and to guide sport social organizations to deliver annual social responsibility report.
