基于与经济社会发展阶段相匹配的渭北旱塬秦庄沟小流域综合治理研究

Research on Comprehensive Management of Qinzhuanggou Small Watershed in Weibei Upland Based on Its Matching with Economic and Social Developmental Stage

提出了小流域综合治理与经济社会发展阶段相匹配这一概念。以渭北旱塬秦庄沟小流域的综合治理为例,筛选出21个可体现小流域综合治理的要素禀赋,应用PGMP(problem-goal-measure-project)模型分析法,分析了这些要素禀赋与生态文明目标标准值SV(Standard Value)间的匹配程度指数MDI(Matching Degree Index)。研究结果表明:与生态文明建设极不匹配(MDI=0)的要素禀赋共有11个;表现与生态文明建设极匹配(MDI=1)的要素禀赋是水保林和草地。有针对性地提出今后秦庄沟流域综合治理应采取水土保持模式、生态农业模式、改善人居环境模式、灌溉设施农业模式、满足生计需求模式等。

The concept of matching small watershed comprehensive management with economic and social developmental stage is put forward in this paper. Taking the comprehensive management of Qinzhuanggou small watershed in Weibei upland as an example,we screened out 21 factor endowments which could reflect the small watershed comprehensive management,used PGMP（problem-goal-measure-project） model to analyze the matching degree index（MDI） between these factor endowments and standard value（SV） of ecological civilization target. The results indicated that： 11 factor endowments did not match with the ecological civilization construction at all（MDI = 0）; two factor endowments（the forest for soil and water conservation,the grassland） very matched with the ecological civilization construction（MDI = 1）. It was pointedly suggested that the comprehensive management of Qinzhuanggou small watershed in the future should adopt soil and water conservation mode,ecological agriculture mode,human settlement improvement mode,irrigation-facility agriculture mode,livelihood demand meeting mode,and so on.
